How can a Gulf employer hire workers from India?

India's Ministry of External Affairs describes the routes as either a registered recruiting agent, or directly through a foreign employer or a project exporter. For most employers hiring in volume, that means working with a registered agent in India. You can check an agent's details on the government's eMigrate portal.

Employers in countries where emigration checks apply should also check what the Indian mission in their country requires of them, as registration and document steps can apply before recruitment starts.

What do ECR and ECNR mean?

ECR stands for Emigration Check Required. It applies both to certain passports and to a list of countries, which includes the six Gulf states. A worker whose passport is endorsed ECR, going to an ECR country for work, needs emigration clearance from a Protector of Emigrants. A passport without that endorsement falls under ECNR, and its holder does not need clearance.

This matters for your timeline. Clearance is a real step for many blue-collar workers, so build it into your plan and do not assume every candidate is in the same position.

Do workers need a skill test for Saudi Arabia?

Saudi Arabia runs a Skill Verification Program (SVP) for certain occupations. In India it is delivered with the National Skill Development Corporation, which describes a competency-based exam, both theoretical and practical, at accredited testing centres. Which occupations it covers can change, so check the current list before you plan a batch.

What should employers check before they start?

  • The agent's registration, on eMigrate.
  • Each worker's passport category, and whether clearance is needed.
  • Which skill tests or licences the destination requires for the role.
  • That the worker understands the contract before leaving, and is not paying recruitment fees.
  • A plan for checking practical skill, not only documents.

Where SODH fits

SODH does not replace licensed agencies. It is designed to add in-person skills evidence and AI coordination to the work agencies already do, so that employers can see what a worker demonstrated and what is still pending. The legal steps stay with the agency and authorised professionals.
